Our client is an independently owned and operated business that provides exceptional specialty services for asset integrity and construction projects – including facility maintenance, shutdowns, turnarounds, construction projects, and expansion projects.

POSITION TITLE: Estimating Manager

COMPENSATION: Competitive Salary + DOE

BENEFITS: Standard package

LOCATION: Houston, TX

SUMMARY: Estimating Manager includes establishing complete proposals for Refining, Petro-Chem and Power projects including review of specifications, plans, quantity survey, establishing labor units, material and equipment pricing, preparation and review of vendor and subcontract quotes, site visits, and proposal presentation.

DUTIES OR RESPONSIBILITIES:

  • Reviews data to determine material and labor requirements and prepares itemized lists.
  • Computes cost factors and prepares estimates used for management purposes such as planning, organizing, and scheduling work; preparing bids; selecting vendors or subcontractors; and determining cost effectiveness.
  • Conducts special studies to develop and establish standard hour and related cost data or effect cost reductions.
  • Consults with clients, vendors, or other individuals to discuss and formulate estimates and resolve issues.
  • Interfaces with other individuals in the organization to obtain support and commitment to the cost estimates.
  • Organizes and manages a centralized cost estimating database and a formal process to support cost estimating to ensure historical data is utilized.
  • Analyzes completed projects to compare estimated costs to actual costs and determine the reason for any discrepancies.
  • Provides improvement recommendations to cost estimating procedures to reduce future discrepancies between estimated and actual costs.

  • Identifies cost trends to assist management in cost reduction and process improvement efforts.


EXPERIENCE AND QUALIFICATIONS:

  • Must have 10+ years of industrial construction estimating experience with scaffolding, insulation, painting, and coatings in the chemical/petrochemical and/or refining industry. 
  • Strong computer skills and proficient in excel, word, outlook, and access.
  • Knowledge of Primavera 6 a plus.
  • Knowledge of materials, methods, and the tools involved in the construction.
  • Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems.
  • Knowledge of relevant equipment, policies, procedures, and strategies to promote effective safety operations for the protection of people, data, property, and institutions.
  • Knowledge of machines and tools, including their designs, uses, repair, and maintenance.
  • Possesses great time management skills.
  • Strong verbal and written communication and interpersonal skills.
